Is there RNG involved with detection of enemies?

Is there RNG involved with detection of enemies?

Or, if you have created the proper conditions, will you always detect a unit?

I'm talking about all kinds of sensor - radar, eyeball, IR, ELINT, sonar, anything.

Edit: OK I thought RNG as (detection) range instead of Random Number Generator. I don't think there is randomity for final detection range with identical enviroment

I know also that most sensors "sweep" a certain area every X seconds, with X available info in the sensor's DB entry. If trying to detect a target and for various reasons you don't on "sweep 1" then the speed of your target can make your sensor range seem much less by the time the 10-15 seconds passed for "sweep 2" of the area. If it's a ship the range difference over those few seconds is barely noticeable, but if it's an inbound aircraft or missile it can be a few miles closer every sweep.
