Submarines rejecting throttle/altitude commands

I'm playing the Silent Service missions and I'm having problems with submarines responding weirdly to throttle/altitude inputs. In the attached file I've been trying to make B 414 Daniil Moskovskiy come to periscope depth, but when I set the depth the Desired Altitude flashes -66ft and then changes to -82ft. Sometimes it randomly flashes -66ft again before resetting to -82ft. As a result the unit comes to -82ft and I can't use the periscope and ESM. It does the same thing if I tell it to surface.

I have set the Doctrine "Dive when threat is detected" to "No" and ensured that setting is applied to that unit. I've moved the unit 10nm clear of the "Safe Zone" marked in this scenario. I've tried disabling "Avoid Cavitation" and set speed to Creep. I've attempted the same manoeuver with my other unit K 117 Bryansk, with the same result. I've made sure time was running on x1 while I made the inputs (I had similar issues with Throttle/Altitude in another scenario while paused and found that keeping time running helped, but it doesn't help this time). I've tried manually typing -66ft into the altitude box, same result. I've checked the Sensors window and confirmed that the periscope and RWR are not operating at -82ft.

They are under the ice.

When you cross the yellow line, they will get to periscope depth, in my case -20 ms (-25 ms was the maximum under the ice).

Also apparently surfacing under the ice is not simulated in the game.

Ooooooooooh...

I thought the "safe zone" represented the ice. And I couldn't see the yellow line because I had other layers on. I'll have to bear that in mind next time I play an arctic mission.
