What are the possible reasons for the constant decrease in the TOE of various types of divisions? I play Case Blue Part II scenario (HvH), this happen in late 42' and early 43'.
On all fronts the TOE is decreasing even for those divisions that are well supplied and not in contact with the enemy hexes. For example, the TOE of one tank division near Grozny dropped from +75 to 59, although the division was located near a railway and a large depot, did not come into contact with the enemy, did not experience combat.
I thought maybe TOE was upgraded: I actualy didn't follow the upgrade schedule. But when I started to follow, I noticed that the TOE drops significantly even for divisions that have not been upgraded or renamed.
What are the reasons?

In this case, it's likely attrition due to winter weather. All units generally suffer some attrition turn-to-turn but it's notably worse through the winter months. If the unit's not on refit, it's likely that that it can't draw enough (or possibly any) manpower for reinforcements, and so it's just been shedding elements. As the Soviets, i find i have to be pretty aggressive cycling units to keep my formations in good shape through the winter; with German manpower, it might be a lost cause before spring arrives.

Hey, I've been wondering for a while why things have gotten so quiet around here: no new mods, maps, campaigns, etc. It surprises me especially because the community was noticeably (!) more active with GG: WitE1. Does anyone know why that is? I find it quite unfortunate because I consider WitE2 to be a brilliant game, much better than the first part!

I share this thought. But I guess we can each turn this question inward - why aren't I more active here? I would distrust any overly confident or simple explanation. But I would say this is an opportunity to be grateful to the content creators around this game, since it is clearly difficult to develop content or formats. If you now receive 2 Squads with 10 Men each and each Squad weighs "3" then you would have gotten 2x3ton and 2x10Men, so it should show

at least that's my understanding. If the first number is negative then more Men have been sent home for repair/upgrade than received.
So your numbers example is from what I understand that you have net lost 48Men inside the Unit, but you also received elements worth 24tons of freight (sent home elements weights do not substract from the freight shown here).
But if you could underline your findings to the calculations between two or three example turns it'd be nice to see it with screencuts and so on in a separate Thread.

I don't know for sure, but I doubt that anything is lost. Likely it gets put into the town location or back in the general pool.

I did a bit of testing on this and have been watching what happens in the game with LBs moving around.I don't know for sure, but I doubt that anything is lost. Likely it gets put into the town location or back in the general pool
I may be wrong about this and would be very happy to be corrected, but I can see no record of these supplies going anywhere so am inclined to think they are just lost. Possibly they go back to the source depot but effectively that would be the same thing anyway.

what is the signifance of villages ..do they give defensive bonuses? are they worth going for?
and in the info screen for units u see combat value.. xxx/xxx
