Low supply?

My units are located at supply level of 8 or 9.
How do they have low supply?

Those are broken rails due to partisans.

Supply is 9 traced from a source. Off rail it uses normal movement. Each move point reduces the level by 1.

If you are referring to the "!" it means you have more units than that port supports for supply.

If the unit can be traced from source with its supply level of 9, why bore the port supply?

There level is how much effectiveness goes up

Port supply limits how many units get the level they are on.

It tells you how many strength of unit a port can supply. Air and Armor take more supply than their strength due to oil requirements. Look in the supply section of the rule book.
