Why Counter Images and a Color Editor?

If you can change the counter colors in the editor, why does there need to be counter image base colors?
Why images if color is set in the editor.png

Shouldn't the unit color band also be in the editor?
If you're STILL making Panzer IIs after seeing your first T-34... you're probably going to lose.
