[1.26g] Formations disappear when "Use SHQ troops" selected

- When selecting independent formations with "use SHQ troops" checked, light armor batallion disappears
- This is unaffected by having 50 light armour in the SHQ
- If I unselect "use shq troops" and go to the next screen, I can reselect "use shq troops" and try to use my existing light armour. I have noticed a few situations where my SHQ troops still do not show up on this second screen.
- I have also noticed that on this page by default and frequently all veterancy levels are deselected, making it appear as if I have no SHQ troops to use.
- Even checking all veterancy levels does not always let me select SHQ troops. Most of the time clicking the left and right checkboxes (recruit new, use shq) a few times does this trick.
- It occurred to me that the veterancy levels could be somehow applied on the previous page, but idk why it would only do this for light armour.
- I have heard the same problem from other players on the discord I use.

I ran into the same issue and have attached a save file. One additional observation I made about the bug is that it is affected by foramtion size (I can raise independent Mech Quad machinegun and buggy regiments, but not battalions) and it may be just coincidence, but I noticed it starting right after developing my first apc model and have been able to raise those formations earlier in the campaign.

Fixed first window of Raise New Formation Order where sometimes Formation Types where missing if Use SHQ Troops option was flagged. For next version!

It seems there is a second type of problem, but I'll need a save file and exact instructions in order to identify it.
