Game doesn't realize when there is no division commander

This is a minor problem because you can just remove the ship from the division and then it automatically disbands (whether it actually has an admiral or not) but still weird and annoying and I bet there are people running around with single-ship divisions because they don't realize this.

I haven't seen this one for a while, but I'm wondering if the situation was that the division used to have a commander but something's happened where they're no longer allocated to it?

Here's a save. Try to move CA Gloire from 1st to 3rd Cruiser Div.

You can do it by removing Gloire from the division altogether, then 1 CA div is automatically disbanded, then you add her to 3rd CA
