The AI is annexing minors through peaceful means way too fast

Within 10 turns of the start of the game, while the players were still worrying about generating enough Minor cards, AI Major was actually able to annex several non-farmer Minors in a row; how was the AI able to annex subcultures such as Guardians and Confeds so quickly through peaceful means when they were diplomatically very difficult for the players

Even if a player turns Guardians and Confeds into Protectorates, to use the Unification Card on them is impossible without a level 100+ oratory Foreign affairs director and a very good relation
