Supply caps question

I have checked all reference re supply caps.

Supply cap is a base's daily supply limit. It defines how many supplies can be imported to the base from all other bases. Thus, a supply cap of 100 means maximum of 100 supply points can be imported in one turn into the base from all other bases elligible to send their surplus supply. So far so good.

However, I have found no mention of export limits of capped bases. I can imagine a base with 100 supply cap which has i.e.250 LI present and can export 250 produced supplies each turn. However, without any additional supply production present, the base should be (?) able to export just 100 supply points provided those 100 supplies represent base's exportable surplus. I reckon supply throughput could be totally separate from base caps - a base that can only take 100 supplies for itself (and its units there) in one turn can feasibly allow 10k of supplies move through itself to another base. The problem is, the caps (or something else?) in China stifled supply movement form Chungking.

In the new, updated GC scenarios, with capped bases in China, Chungking cannot rid itself of a supply glut. In the old uncapped scenarios, 25k supplies were easily moved away from Chungking in a just a few turns. In the new scenarios, I am forced to develop airfield in Chungking just for purposes of avoiding supply spoilage in Chungking. AndyMac added several new bases outside Chungking. Those bases are: Ban'an (750 cap), Zunyi (100 cap) , plus three bases on the Chungking-Patung main road ( 150 cap each). Since the new scenarios didn't change the OOB and supply demand in China stays the same. Frontline bases have fairly big supply cap (1000-1400), thus they are ready to recieve this much supply in one turn. Yet, supply from Chungking isn't moving anywhere.

Any thoughts?

Not necessarily true. Units outside of bases can draw from Chungking. The base supply cap is only for the incoming and not the outgoing.

I haven't tested it yet, but do supply caps get reduced if enemy drops down your forts in combat?

QUESTION ONE:
Let's say I own a base. The base has 100 supply cap. This is the maximum supplies the base can import in one turn.

An enemy unit arrives in the base hex and starts sieging my base.

Does the supply cap of 100 supplies also apply to the enemy unit? In other words, does the supply cap apply to the whole hex or only to the base itself?


QUESTION TWO:
Does supply cap only concern OVERLAND import of supply?

A base with 100 supply cap, can in one turn:
-import max 100 supplies by land
-get additional supplies from transport aircraft that landed/air-dropped supplies
-get additional supplies from ships unloading supplies provided the capped base is also a port
Right?

No, forts play No role in supply caps....GP

My understanding is that the supply cap at the base reflects its storage capacity and ability to use the supply in non-combat ops. For the enemy coming to the base, it is not 'sieging' the base unless it has arrived via all six sides and cut off all supply coming in. If the troops at the base engaged in combat, their usage has gone up so the supply cap will temporarily increase too.

The enemy is not in the base, it is 'in the field' that surrounds the base and its supply limit is the amount that can arrive from all the possible friendly supply paths to that hex.

Presence of the enemy in the hex does stop all resource and oil production because that is deemed to occur outside the base itself, in the hinterland. The base industries can continue to produce using resources they have in storage and any they can receive along the base supply paths.

BBfanboy, I thought supply caps were ABSOLUTE for both non-combat AND combat situations. I thought that was the whole point of supply caps. A frontline base which can import max 100 supplies per turn cannot have a big unit with many field guns defending the base, since in combat the unit will be constantly undersupplied.

Ah, you are correct - I was thinking of the Supply Required figure. The supply cap is for storage and spoilage of a portion of any supply over the limit. It does not prevent more supply than the cap limit from coming in. It is often the case in the early game that sending a freighter to a level 1 base (port only) will result in more supply being delivered than the base can store ... but the freighter still unloads it all.
