Is the effectiveness capped in 100%?

I can answer this one. No it is not, you can exceed that by applying a supply truck to a unit with 97-100% effectiveness.

Is there a difference in of 104% and 100% effectiveness in attack/defense?
Let say the tactical of Ju87 is 10. Is it 10x1.04 or under any circumstance, it is capped to 10x1.0?

It is not capped...104% would be a very slight bonus.
