Blockade calculation not correct

I have 217 BPs. Britain has 233, and no allies at present. They require 238 or 239 (110%) according to the manual, yet I am blockaded. Bug?

Depends if those are the raw or modified scores.

GB has a bonus to blockade, I think Germany might have a penalty.
