1941 Finnish Soviet Border after the Winter War

I am seeing the Finns able to move right back into territory ceded after the Winter war without declaring war, unless Soviet units are placed west of Leningrad. I am using the most recent update. I thought this was fixed many patches back???

It is on my list of things to look at again.

Al, could you take that territory....and when it is captured by Russia, add it to Russia...

Then when Germany declares war, convert it back to Finnish?

I know it would be a pain to create...but if you think that would work...

I am pretty sure I could code it.
