Is a unit capable to earn experience?
If so, how many battles need to be won?

The manual on page 36 does seem to imply that this is the case. The manual doesn't give exact formulas though other than the more the better. You just have to take the battle experience you get as it comes.

If the experience is low or high, will it be gravitated towards the preset value?

IF I remember...

Germany has a base experience of 70%...when you fight there is a chance it will go up. When you provide replacements for a unit they will be 70% experience so if your unit has more than 70% it will go down a little.

Russia and the US BASE go up until they hit 50% I believe...

Base will also go down as your manpower goes down...

All units operate the same.

Win or lose your experience can go up.

Replacements will change the unit's experience level they are reinforcing as they are provided based on the current level of experience.

SO if you have a unit with 25 out of 30 strength with experience say 80% that requires 5 reinforcements to get to full strength...and the base is 70%...

80 * 25 + 70 * 5 = 78.33% experience

GENERALLY your statement is correct. Units will gravitate towards the base...BUT the more fights you are in, the less losses a unit takes the higher that units experience can go.

From your experience, how long it would take the experience increased from 75 to 80.

You will be lucky if you are able to get more than 2 or 3 units to that experience...

NOW if you never repair the unit then it could happen.

Honestly I would say it could be a year of constant fighting...for the unit...40 battles to gain maybe 10 experience...but with losses...again rare.

it's kinda fun to try and get experience up, just pick some favorite units, and only make good odds attacks, 4 or 5to1, the best way to really beef up your experience as Germany is in Poland or France when its all but over and their units are shot pick some weak units and attack with your favorite units, I always do this right before accepting Vichy surrender. you can also pick the Elite specialty which raises it 10%

I agree...I think the best I ever got was a little over 90% for a Panzer with Elite...

Always seem to lose one strength when I get there even with really good odds attacks.

Panzers can go up quickly with so many attacks but they also take the loses more often.
