No suitable division error

Trying to reassign the BC Kongo in this battle generation to the 1st Battle Cruiser Division, and the game tells me there is no suitable division to assign her to. I can assign a fast BB to that division and it's okay, and then reassign it away, no problem, but it won't let me move the BC to a BC division?

I've attached the save file from when the battle began, of course I couldn't save in the middle of battle generation.

I had this happen several times, always with the same ship by itself in a separate BC division and not capable of being assigned to the regular BC division (of which it was a member on the strategic level).
