Private water economy

I like to play on very dry maps but I've never seen a private water economy spring up. I just played a 0 water planet for the first time and I actually did see one happen and it was cool. Can you tweak water so that the private economy for water kicks in even when a planet has some water? Maybe add a water requirement for population like there is for food, or turn the water autocollect from zones numbers down again

Free water is still too generous although there have been serious efforts made to make it matter more and that was welcome.

For exemple in a new planet, at game start, my capital is adjacent to a 11% water quality lake and pH 2 rain (this is stomach pH level, which is low enough that the stomach could digest the rest of the body), which is 40% quality. That translates into 4500 free water. Just with that starting city I could fund for free 3 level 5 domed farms for 6000 food production. I probably won't even mine water in the entire game.

I think to really matter it would require to have higher water usage, perhaps in the mid/late game. In the mean time it would give purpose to the assets that allow to collect more water. Even in desert worlds the water deposits are generous enough to not feel really constrained by water.

It used to be...per recent beta patches (not sure which ones) lack of water can/has become an issue; even when attached to large bodies of it. I do like the change.
