Naval Attaché to Switzerland event not working

I just got the Naval Attaché event, picked KC Shibayama, who was in command of a CL, but he didn't go off to his prestigious posting. I then removed him manually at a cost in prestige, which is what you will see in the attached save file. But it should be pretty easy to verify that the event doesn't actually reassign the officer.
