[FIXED] 1436: SAM engages targets flying below its minimum target altitude

I was playing the Shifting Sands campaign where I wanted to avoid Egyptian SA-2f (CWDB #720) by flying beneath their minimum target altitude of 1000ft AGL, but they engaged my aircraft regardless. I'm seeing this too. Where previously SA-2f's would not engage Tomahawk missiles because they flew too low, they are engaging them now.
