How come I cannot reinforce this ship from 8 to 10?
I have a level 1 naval port as you can.

Rarely. If there is a port that is 5, and not connected to you capital, it will always be 5. Of all those ports in the area, only Melbourne, Sydney, and Brisbane had repair shipyards and graving docks in place in 1941 that could have repaired anything much larger than a destroyer.
