Question about Romanian surrender.

Does it happen before the Soviet turn, so they get first move into the flipped hexes OR before the Axis turn, so they get first move ?

Also, do German units start isolated if they are in Romania and the hexes around them flip ?

Rumanian equipment and TOE will automatically convert to Soviet (SU) nationality

What equipment does this mean, is it the equipment that active units had or equipment in the production pool ?
I don't quite understand how either makes sense as all units are disbanded and Soviet Romanian units use Soviet production.

Interesting questions

I was under impression German units would not isolated because units would have there " sphere of influence " ( probably not the best way to describe it ) don't they get a 4 to 5 hex control surrounding them, I could be way wrong.

As for equipment

I was scrolling down on a discord channel I used to go on and someone posted a screenshot of captured German Tanks as equipment for the Soviet controlled Romanian Army, I also seem to remember T - 34s as well but don't quote me on it.

I have never played this period of the game before, however the manual says:
'All Rumanian nationality hexes not occupied by a non
Rumanian Axis will also change to Soviet control.
Hexes may then revert to Axis control using the standard
rules for determining hex control (7.4.3).'

I take this to mean that ZOC doesn't apply, 7.4.3 is about moving through hexes.
Maybe isolated hexes can flip back to Axis control. However that is not aways reliable, I have had hexes behind the front line in my current game that remained under Soviet control for 2 years of game time !
Am thinking I need to spread out regiments over all of the hexes and rail lines that I want to keep.

You can try it out in the DotD scenario. The surrender happens at the beginning of the Axis turn. If you're prepared for it, it's not that bad. You can, for instance, have security regiments and HQs covering all your depots and a lifeline from Hungary. You also need a couple of weak Pz or PzG divisions to flip back hexes and some FBDs to fix damaged rail.

Thanks, I tried this.
Only occupied hexes, included by HQs don't flip. This can cause units to be isolated but they still have good MPs.
Western Romania didn't flip.
That is quite a lot of rail line that needs German units to protect.
