AI resubordinating units?

AI resubordinating units?

Playing with the latest patch.

I'm in late 1941 and have encircled Leningrad. Battling my way northward I realised the battle was fought against two rifle divsions and a cavalry division. The two rifle division came from the southern front and got a -10%.

So if the AI somehow transports divisions from the southern front north to Leningrad (I can't tell for how long those divisions have been there) shouldn't it also resubordinate those division to the appropriate front? Or is it one of those AI cheats to teleport divisions to hotspots?

It is terrible and managing HQs. It is not unusual to see German units attacking Leningrad that are lead by Romanian HQ that not only is over stacked but can not even move to the northern part of the map. It is probably one of a reasons why it is suggested to play with morale, or maybe some other settings at 110, which allows AI to pass all checks.
