why can't germany use belgian railways even after they've been repaired during the french campaign?

Hum... I did not even think that they could get damaged (IIRC it is only for countries with scorched earth policies).

Could it be that they are "cut" somewhere by a enemy ZOC?

Did you take the Netherlands?

The rail is always a pain if the Netherlands have not fallen since the lines to Belgium pass through Luxemburg which has French units adjacent...unless you wiped out the Maginot Line.
