TF won't engage
Any possible reason why a Surface Combat TF in a port hex NOT docked, React Level 6 will not engage a similarly sized enemy TF which comes to bombard said port?
This has happened on 3 separate occasions already. TF commander has an Aggression of 70 (Naval 64).
Ongoing game so dont want to give up too much info - but very frustrating.

As RJ says, without some pictures, can't help you too much. General notes: engagements are all about detection levels, reaction levels have little to do with it. If you haven't detected the TF, you will not intercept. Reaction level only states how far away it will attempt to react to a detected threat. So, did you have a high detection (+8) on the bombardment TF? That will require groups on NS both day AND night ...

Was this outside of air asset cover? I think a lot of incidents like this are your boys just plain getting surprised. As Pax says, you can be ready to react all day, but if your "eyes and ears" are not paying attention, well, all bets are off.
I find myself thinking about just how big the Pacific is and what an impossible job the intel types had in keeping their units up-to-date w/o revealing the same to the enemy. Particularly early war when Allied short range air or short supply for PBYs pales in comparison to the Japanese capabilities.
It must have been close to terrifying to have fought the Japanese in those early days.

Two biggest reasons for not reacting is a Remain on Station order or the lack of a mission order.
TFs simply sitting in a port hex with no mission will rarely, if ever react.
The best way to get TFs to react is to give them a Patrol mission oder with a one hex patrol pattern set on the port hex you want them stationed in.

I just couldn't resist responding to a question I knew the answer to in order to help the OP.
Although I gave up on the forum, I have never given up on the game. I have been playing Ian R's Long Road to Tokyo scenario for about the past 3 years.

After making a stink on the WitE2 forum over the poor game design several years ago and giving up on the game, I decided recently to give it another try and posted a couple of questions on that forum. That led me to take a peek here and saw a question I could help with.

Expanding a bit on my recommendations to the OP:
I have no secret knowledge of the game code.
My recommendations are based on considerable experience with the game engine across three iterations.
I started with this game engine playing Uncommon Valor in the early 2000s. I then moved on to WitP. Neither of those included reactions, or patrol patterns, or waypoints or pathing priorities.
Those all became part of the game engine with th AE upgrade.
WitPAE has been my go to game since its release in aught 9.
I've played dozens of games over what must now be thousands of hours. I participated heavily in group discussions on game aspects on this forum for close to two decades.
Scenarios based on Da Big Babes mod are my chosen favorites. I have been playing Ian Rs (aka Alfred) Babes based Long Road to Tokyo scenario for the past three years.
The Babes based wild west scenario Focus Pacific was also a refreshing divergent from the so called historical scenarios.
With all that said, my thousands of hours of game play have shown me repeatedly that a TF without a mission order is simply not interested in reacting.

Hans could you expand on this a bit? I saw this in my list the other day and was wondering what it was.
I got a bunch of stuff installed mostly art mods plus a few other things, so just want to make sure I got what I need to give it a go and what its all about.

Been a long time since I set up my Babes Mods, but the best way to manage Mods is to set them up in a Unique Folder separate from the base game.
The entire base game folder can be copied to a new folder and the game will run from that folder without having to do any gymnastics with Windows. Simply create a desktop shortcut to the executable file in the game folder.
As you can see from the screenshot I have separate folders for the Base Game, DBB (Da Big Babes where I have The Long Road to Tokyo scenario) and Focus Pacific (which is another DBB based mod).
This allows you to have multiple Mod setups without compromising the base game install.
I had some artwork problems with LRtT, that I am not sure if they were flaws in IanRs scenario, or just flaws in my implementation. With some great effort I managed to correct them. I kept wondering why a single engine string bag (the Rita) kept penetrating my CAP and shooting down my fighters. Looking up the Rita in the Editor I discovered that it is actually the Japanese equivalent of the B17. With a lot of effort I found what appeared to be the correct art depiction and corrected the problem.

Welcome back, Hans. You are absolutely correct. I've played the game from Pacific War to Uncommon Valor to WITP and your surface TF at a base would always engage. In WITP-AE, it took a while, but I finally discovered you need to give the surface TF a patrol mission if you want it to react. You can simply set it to patrol the base hex.
