Graphic Tile mods

I'm in the process of updating Nation in Conflict. It's been several years since I've worked with modified terrain graphic tiles. My last project didn't use them.

For some reason it's not working the way I remember. I modify the file and copy it to the scenario's Graphic Override folder and it should work. But it doesn't. It continues to display the default graphic. Strangely, edits to the "counternumbers" and "mapoptional" files do work. But edits to the terrain graphics do not.

What am I missing? Did something change?

Never mind, I figured it out. Dumb mistake. I was working with the wrong file.
