I can't get those 5 PP to move via convoy to France. What am I doing wrong?

Maybe I should add rail tracks to the port, but I don't know how to add rails to the map. It only allows adding rails if there is one adjacent.

Did you try by putting a blue hexagon on top of Dakar port?

That's not it, it still doesn't work.

It seems like there should be rails, but you can't put rails in desert terrain.

It doesn't mark anything when you hover over the convoy line, but the PPs arrive.

I'm testing the mod and I can't deploy reinforcements in Dakar. What am I missing?
