Sending messages when this is not your turn?

Gary Grigsby’s World at War is back with a whole new set of features. World at War: A World Divided still gives complete control over the production, research and military strategy for your side, but in this new updated version you’ll also be able to bring spies into the mix as well as neutral country diplomacy, variable political events and much more. Perhaps the largest item is the ability to play a special Soviet vs. Allies scenario that occurs after the end of World War II.

Is there a way to send a message in a PBEM game when this is not your turn?

No, the new system while a bit more convenient does lack the flexibility of the old email method of passing turns back and forth. You could always just use email or something like Discord to message outside of the game. I do so with my opponents.

Well, I think I have lost my opponents but no way to ask if there are resigning or not. Strange.

Yeah, the new system is a lot more impersonal. I think if you are emailing a follow player outside the game to discuss the ongoing game, I think it's much less likely you will get Ghosted as they say.
