[1.21h] Ranged Rocket Launcher Fire

Hello Vic,

Just a small niggle with rocket artillery ranged fire....

When you use rocket artillery that is not 100% rearmed with ammo, it allows you to fire but no damage is done....

No ammo is used but the unit looses all its AP even though the text pop up say the unit will not fire....

Can this be changed so the unit can fire but suffers a damage reduction in line with the missing ammo stock??? or change the interface so it will not allow you to make a ranged attack that will do nothing???

As it currently works its not easily intuitive with whats actually going on.
