Hellfire Won't Shoot - Not Authorized to use SAMs Against Surface Targets

As stated ship based Hellfire missiles won't fire unless Use SAMs in ASuW mode is selected yes. I have made a test scenario to demonstrate to see just manual fire a Hellfire at the target, a warning will be given; Unit is not authorised to use SAMs against surface targets.

Interesting edge case, this.

So here's the root cause: The Hellfire has aircraft & helicopters as legal targets, as it has been demonstrated that it can indeed be used against slow air targets.

This gets it considered as an "AAW weapon" by the sim logic, and thus the doctrinal check of "using AAW weapons in ASuW mode" applies.

We'll need to tweak the sim logics to inspect the WRA settings to more clearly differentiate between "AAW capable" and "primarily AAW-oriented" weapons.
