Opportunity scrambling

I 've detected a GOBLIN at the SE of the surface group and I created a scramble ASW strike mission against it called GOBLIN 15. The target is at 7,5 nm away and I've set the maximum strike radius at 15nm. As you can see in the picture I've set no targets in the list and "Opportunity scrambling". But the mission doesn't launch because (the message says) the target list is empty, suggesting adding targets to the list or uncheck "pre-planned targets only" (where is this option?)
I know similar cases(with no targets on list) recently where the mission did launch. Is this WAD?

I think this is what you want.

Doctrine & ROE Menu > General Tab > 7th line down (In Rules of Engagement [RoE] Section), Engage Opportunity Targets > Set Yes (Engage any contacts).

If you have already detected the contact I'd add the contact to the target list. I'd have to check but I think existing contacts are not automatically added to the target list of an empty strike mission

If I add it to the target list then It's automatically considered as hostile. I remember that worked without adding anything to target list.

I couldn't get your mission to work at all but if i delete it and set it up again it launches fine, it investigates the contact then just sits around investigating even though the contact is identified as biological. It seem there are no return to base conditions for after the contact is identified but the weapons/fuel states are not reached. That probably needs a report on its own but i'll have to check it out with all four type of intercept mission first.

So, there is a flag for the strike mission called StrikePreplan. It governs [True] whether the strike mission will launch against 'pre-planned' contacts only (i.e. those already in the target list) or [False] any valid target, including pup-up targets. Lately, the Strike Mission automation seems to handle the False case by adding valid targets to the target list on its own and then launching against those. Some past versions of CMO have launched against targets that are not technically on the target list at all.

Historically, (CMO 1147 branch going back to CMANO) this worked well with a simple checkbox, but post-Tiny there are issues with confounded buttons in the Strike Mission Target Tab, as I've reported before:

The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.

The problem is that once you insert an unknown target to the target list of the mission then it automatically becomes hostile. What does it behave in such a way?
