Emcon Alert Levels

I am trying to set different income alert levels using the alert color coding, but it is not working. Here is an example.

1. I set the alert level green for all emissions to be active.
2. I set on alert level red all emissions to passive
3. I return to alert level green; all emissions are passive.

What am I doing wrong?

All I can tell you is alert levels work for me. Thats all I can do unless you post a save so we can more detail than that.
