More Prestige Tiers

It's a bit unrealistic the guy who runs brigade has the same job prestige as the commander of a group army 10x bigger. Same for governors of a size 1 village vs the governor of a size 7 metropolis.

Suggestion:
-OHQ commander job prestige is now 40/60/80 based on formation size (Brigade/Corps/Army)
-Governor prestige starts at 40 and increases by 5 per additional city tier (so +30 prestige at size 7, or 70 total)
-If zone city is the national capital and size 5+, it grants it's Governor another +20 prestige
-Advisor prestige reduced by 20, to 50

Advisors are often the best way to train an excellent commander or governor, but they get mad when you demote them. By raising the prestige of important units/zones this can be mitigated.
