Question about ship repair

Hello,

I feel a tad embarrassed asking this, considering the number of hours I have in both CMANO and CMO - but do destroyed ship components get repaired in port?

I know that I can repair damaged components - I want to know if fully destroyed (red, not yellow or orange) components can be restored.

The manual states that damaged and destroyed mounts can be repaired over time in port.
