Modding the AI

So I decided to run a test of my 1942-45. And on T1, the Axis AI did not move a single unit, despite having the opportunity to attack with the 4th Panzer Army and the 6th Army.

Any idea of what could cause this behaviour? I specifically selected the "1942 GC Blau" in the AI ID in the scenario. I know that I am facing the AI but come on!
