Clone Unit does not copy Aircraft for Kiev class carrier

When cloning a Kiev class carrier, in the attached scenario cloning the Kiev class does not result in the onboard aircraft being cloned with the ship. This works as designed for the other carriers.

Update: I figured out the bug. If an aircraft does not have a loadout it will not be cloned.
