[WAD] Update Database Issue

When using the upgrade database tool, customized weapons for a ship or submarine are doubled when the .ini script is applied.

You can find examples with the Delta I, Delta II, and Typhon AA/ASM variants in the updated file.

I've attached the old scenario, the new one, and the .ini file.

.ini should only be used if you are doing a "Deep Rebuild". If you do a normal/non-deep rebuild and apply an ini, you will see customized changes doubled. Doing a non-deep rebuild with no ini should not undo custom changes.
