What treaty restrictions?

Rule the Waves III is a simulation of naval ship design and construction, fleet management and naval warfare from 1890 to 1970. and will place you in the role of 'Grand Admiral' of a navy from the time when steam and iron dominated warship design up to the missile age.

What treaty restrictions?

The build screen doesn't show any treaty restrictions but I am restrained for some reason in building the ship I want.

The next turn, there's a naval treaty, which I sign on to, giving me some specific limitations to tonnage and caliber and so forth, but when I design a ship that fits into those requirements it still says it exceeds treaty limits. Obviously something is wrong.

I looked at the save game and for treaty tonnage and caliber limitations for me it has some random number.

By experimentation I was able to discover what the restrictions were, but they don't seem to be documented anywhere or even findable in the save game file (unless someone can enlighten me).

As a general rule, I think if there is a naval treaty and your country is a party, then those restrictions should supersede any Versailles Treaty restrictions you might be under. If the Germans had been permitted to join the Washington Naval Treaty, that would have amounted to a recognition by the other parties that they were released from the special restrictions of Versailles. You might say for countries under a harsh peace treaty when a conference occurs that they are not invited and not parties to the agreement (so then when your government rejects the peace treaty later, you will be like the Germans in 1935, able to build whatever you please).

Thanks for the feedback. Just to confirm, is this more of a UI issue where there's a lack of clarity on ship construction limitations or is there a gameplay issue?

Mostly a UI issue. There was a treaty that restricted me in some ways, but that information is not easily accessible after the fact.

Though from a gameplay point of view, if there is a general naval arms reduction treaty, those requirements should supersede the requirements from a specific peace treaty; i.e., if a country under a restrictive peace treaty is invited to participate in the naval treaty negotiations, those should be the new restrictions on them.
