Japanese air R@D not advancing?

How slow is the advancement with the last 2 software updates? For example, I have 123 factories of George repaired out of 6 30 pt r&d factories. It's Nov 26 1942 and I haven't advanced a smidgen. Upgrade, repair and production are all on. Pdu is on. Realistic r&d on.

The Ha 45 has advanced to Jan 43 already, so that's good! And my Tojo did advance in 7/42 to start production in 8/42 vs the normal 9/42 start date.

Are the planes further out just that slow to advance? What happened to 100 r&d points advancing the airframe 1 month? Geroge, Frank, Judy and Jill should have e advanced by now.

There are some older threads but wondering if anything new?

The research factories need to be fully repaired. Look at threads on how that works.
