Anchorage points

Can you have a functioning Anchorage point on a coast without there being an Urban tile in the hex too?

I'm looking at the Leningrad Road of Life situation.
If you're STILL making Panzer IIs after seeing your first T-34... you're probably going to lose.

If you mean the "anchor" symbol for ports, I'm pretty sure the answer to your question is yes.
