I did a little more testing and confirmed that at the start of each turn and prior to executing the air phase, the expand option is always present. Immediately after the air phase is run, the expansion option still is present. If I expand some bases without doing anything else, close the file and re-open it, the expansion option is still there.
Now I have several recent turns where I see that the last save I made prior to ending the turn, where the expansion option was gone. I couldn't find a common thread, as some end of turn files did have the expansion option available. My most recent turn that I am still working does not have the expansion option available. So presumably some action or set of actions triggers the loss of the expansion option, but as long as I know that i can still do the expansion before and after the air phase, so long as I don't save the turn, I can work around that.
I can certainly send some examples of this, although here we may just be a 1-off, and I do have a work-around available.
If you've got saves, please do send them (ideally one before and one after the change in the interface). It does sound like you are doing something that might be causing the problem, and likely unless you can pin down more info on what might be causing it, it maybe be impossible to get to the root cause. We might be able to put a band-aid fix on the issue though if we have the saves. Thanks. Glad you found a workaround.

I gave this some more thought and actually figured it out. It is the Admin Points. If there are any admin points available, the airbase expansion option is present. If there are no Admin Points available, the option goes away even though airbase expansion costs no Admin Points. I can replicate this not only in my PBEM game with jubjub but other non-PBEM games as well.
Someone should be able to confirm if this is happening in another game.
This also happens under beta version 1.03.09 as well as 1.04.00. So apparently this is not new.
Ok, thanks, that jogged my memory. I think we have a few different cases of things that don't cost AP points but can't be done when you have none. I don't remember the specific of this, but IIRC we ended up having to live with it this way. I don't remember the details, but glad you figured out that this was the issue.

This was always the case, for actions that require 0 APs you need to have at least 1 available.
