I've got a 45MB Exception log full of entries like this that appear to be timed to when I am having this issue. It does not happen consistently and seems to happen in fits and throws. I've already updated by GPU driver (RX 580) and tinkered with the settings in the AMD controls. Nothing seemed to help and it continues to happen. When this happens, the game menu options load only after a long delay and it takes several seconds for my settings to show up in that menu.
