Exactly When Do Auto Victory Checks Happen?

When exactly does the Axis Auto Victory check happen. Is it at the very beginning of T16 in the Axis phase or does it occur in the Soviet phase of T16 or does it get checked at the beginning of T17. My guess is that it is at the very beginning of T16 (Axis phase).

I think it gets checked at the beginning of turn 16 (before Axis logistics), but I'm not sure.

Thanks for responding Joel. I figured it was at the very beginning, but the manual isn't specific, so I was hoping for maybe at the end or at the start of Soviet phase. Too bad because at the end of my turn 15 (H vs. H) I have 692 points and Voronezh surrounded. Most likely it would have fallen next turn but now I will probably leave it be next turn as I will just lose it and the bonus points when the Soviets retake it in winter.
