I'm not logistics expert however I keep the closest depots to the front at level 4, dropping depots behind them to lower levels, the further you advance activate deports rear areas ones should be reduced, with this picture for time being leave all at 4 until new forward depots are operational.
Just my suggestion

As can be seen supply paths are from the rear depots not the forward depots.Should they not be from the more forward depots?

You need to shut off all your ports except for "one" only (at level 2 or 3), "two" ports at the most to receive supply. Unless that is what you want to happen. But I bet you if you look back into northern Germany your ports have a crap ton of supply that you really want going east. Check everything west of Berlin and your ports let me know. I bet they have a metric crap ton in them.

As for the forward depots, even the ones highlighted can be a 4. I usually do five(5) deep on 4's, even building these depots on non city/town hexes to get more supply to a specific area right next to each other close to the front (remember you can only do two of these a turn). But again I have my reasons and may not be catering to your specific needs in your game. But I would first do the 1st paragraph then do something like 5 to 6 level 4's on the rail, then 3-4 level 3, then 3-4 level two's then rest level ones. I would go into some other configurations but that is intermediate level that I use but I think the basic's are needed first.

Also there are some good posts on depots that have been posted and I would check them out. Good luck

I set mine to zero and have one port set to two to send sea supply in the baltic (export port) then have an import port set to 3 to receive supply.

Careful Daugapulis is not connected - you need a rail repair.
