Naval Headquarters

What are the Fleet Headquarters for?
I found entrys in the manual for air and ground Headquarters, but haven't found one for fleet HQs[&:]

Their only function is extra support points.

They also help out with loading and unloading rates at bases

So you would then use them at your forward supply depots (barge hub or any other base from which you regularly send supplies), one would assume. This would allow you to send your infantry HQ units forward with the dogfeet.

thats correct, I tend to put them in my large bases for this purpose
