Seeking Intermediate Allied opponent for ELO game (Closed)

I would prefer the following house rules as discussed in Forum.
1. No major diplo
2. No Barbarossa before 1941
3.No Allied DoW on Japan before historical PH
4. No Italian navy outside Med before DoW
5. No using garrison transports as scouts
6. No using neutral ships / transports as scouts
