Break Code button missing?

From reading the manual it sounds like there should be a Break Code button on the War Panel window beside the Rework Encryption and Create COMINT buttons. However it is not showing for me. I believe I am on the latest version 1.00.11

You dont have enough points to do it. The lock and radio tower are the buttons

When you do the radio button lights up.
As does the lock when you have enough to re-encrypt

Sorry I guess I am still not getting it. From the manual it says Break Code costs 60 COMINT points and in the screenshot below the US has 184 points and the radio tower is lit up, but my only choice looks to be creating a COMINT unit?

From what I see (but hard to be sure), in your second screen, the break code button seems active too (both buttons seem active).

I believe neither buttons are active in your first picture because it is the UK with only 28 points.

PS : there might also be a delay in how long you have to wait to break a code again. Can't remember for sure.

Yea they both are lit in the 2nd screen. The gold ring around the radio tower is just the hover glow
