1544 Patrol Transit Altitude Bug

I think that this is actually a GUI bug, but it has big implications for the simulation.

In the AAW patrol mission on the ""OPFOR" side, the F-15s ignore any of the the mission's presets in the menu for transit altitude and instead transit at minimum altitude. They do seem to obey a custom altitude, though.

Also, I suspect that the transit altitude selection is not saving properly.
