[1.2.8.8] Boskara Diplomacy Research Not Shown

In my current game, I have just successfully invaded a planet controlled by the Dhayut Tyrannyy (a Dhayut Race). The planet use to be an independent colony of Boskara, and the population of this planet is mostly Boskara. I would like to start research in the Boskara Diplomacy tree to help with integration of the race in the empire. However, the Boskara Diplomacy research tech is not shown (see screen shot)???

I'm playing the human race, and assume this is a bug.

After the initial post above, I made contact with another Independent Boskara planet, at which time the Boskara Diplo tree became available. I'm guessing this is intended, as a race you don't have contacts with you should not be able to research the diplo culture. However in this case, I incorporated the last known race (at the time) into to my empire, and thus lost the option to research the diplo with said race.
