Pilot removal

In most hexes I can remove pilots from the squad however I want to, however in some bases I have to have a surplus of pilots to remove a pilot. As in, 10 planes in squadron, 10 pilots, if I want to rotate a pilot out I first need to have 11 pilots(doesnt have to have arrived, just be on the list). Anyone knows why?

It probably depends upon where the base is located.

The most common situation causing this is partial groups. If the group just arrived at a base and a portion of it is still in transit, then your ability to change pilots is curtailed until the entire group is re-formed.

There are other, rarer, circumstances. As previously requested by Chris, we need some screenshots to better diagnose this.
