If a land hex has a blue side, shouldnt I be able to enter that hex, even if the actual blue in the hex is very small, to bombard with my ships?

Only if the ships are given the proper orders.

The order was to enter the hex, with both mine and enemy forces and bombard at 0 range but nothing happened

Yes. But could be careful commanders or other factors.

One hex NE of Madras. I can enter the hex with allied ship. PWHEXE file appears correct. So, it is an orders/commander issue.

Maybe the targeted LCU moved out of the hex in the meantime?

Also, if the targetd hex is a non-base hex, you need to give Remain on Station orders to your TF.
