The Axis can take Leningrad with the forces present. It will be a slog, but doable. Also, the southern port can be attacked by the Axis with relative impunity and high effectiveness. These seem ahistorical. I understand the Russians grounded the BB and it made a very tough and effective fire support platform. The HQs Govorov has a rating of 4.

Was all this by design?

If changes were made to make this situation more historical, does that unbalance the game?

SC WiE is a game (not a simulation) so what changes should be made must not unbalance the game.
