Auto SU setting for Corps HQ

I set OKH to 0 and all my Corps to 2 at the start of turn 1. At the start of turn 2 OHL jumped to 94 attached support elements. While some of the corps don't have any assigned. Will I need to wait another turn for the elements to filter back down to the corps level?
